New Maps

I just spoke to Indianapolis Attorney David Brooks regarding the new proposed district maps.  It’s in two parts.  In part one, Brooks explains the process of drawing the new maps.  In part two,  he says the new maps increase minority participation on the Council and don’t give Republicans an advantage.  the run time is about 7 minutes on each segment.

    Those (along with state Senate and state House) were done in the 2011 legislative session, voted on, and passed.

    Neither have I and the City needs a change there.  So, where does one get a copy of the 7th and any other map?

    Republicans always want to create more majority black districts.  African-Americans historically vote more Democratic.  Creating more black districts lets Republicans pack more Democrats in fewer districts while creating more Republican districts.

    Redistricting often ends up with a coalition of Republicans and black Democrats pushing for more minority districts.

    The city’s a Democratic-majority city. No way to change that. 

    The major change is that Marion County’s southside is now in district 7, but district 5 now contains a chunk of the Marion county’s northside (making 5th a bit less pro-Burton). 

    It’s still very Democratic and running the furthest right-wing candidate the MCGOP can possibly find will still lose to anything the Democrats put up.

    http://www.in.gov/legislative/bills/2011/HCRP/AM160202.001.html is the legislation that specifies boundaries of the congressional districts. Pretty sure this is final.

    If I remember correctly, Kessler Blvd is now one of the boundaries. So for example, Broad Ripple is now in the 5th district, while “southern” Broad Ripple (such as 52nd and college) is still in the 7th.

    The 7th now includes all of Decatur, Franklin, and Perry Twps. The 7th lost most of Pike. Carson is in trouble.

    The 7th is very balanced now Matt. The D’s have a slight advantage but…. now the 7th can be won by the R’s. Julia has to be rolling in her grave.

    I don’t  consider 56% to 58% Democratic to only be a “slight” advantage.

    It’s plausible, but not likely, due to a variety of factors. 

    For whatever reason, the GOP doesn’t provide a lot of support for 7th district candidates. The only candidate they’ve given any serious support to in recent memory is Elrod. Everyone else has pretty much run their own campaign. 

    All too often, a far right conservative gets nominated. Nothing wrong with that, but when you’re running in a Democratic majority district, then you just know it’s not a serious candidacy.

    Even when a moderate candidate throws their hat into the ring like Carlos May, he can’t even make it out of the primary.

    The best chance the GOP had to beat Madam Slumlord was Eric Dickerson.  And the GOP gave him virtually no support because he wasn’t the slated candidate.

     The ONLY way to beat Andre is to address the corruption in Center Township.

    You saw wrong.  Again.  FYI: the “baseline vote’ is generally-accepted to be: an off-year race, down-ballot.  

    And if you use 2008 presidential, the 7th is more Democratric now.  We all recognize that election was an anomaly.

    THE SLATE!
    I’m an independent and vote conservative, with that said the Republicans can SLATE a party hack, and be a liberal, verse having a fiscal candidate being the better one left out in the cold.
    I have found by watching the Marion County Slating process, is the old back room wink and the nod program.
    To get the slate, I’ve been told, this cost extra money to pay to the party.
    The Democrats do the same thing!
