FBI Releases Report on Mishandling of Bisard Blood Vial

Here’s a copy of the FBI’s report on the mishandling of the second vial of blood in the David Bisard case.  In a nutshell, they say there was no criminal intent on anyone’s part, but IMPD was sloppy, and that’s putting it mildly,  in how things were handled.

    The screw-ups at IMPD can shit and fall back in it.

    The ‘fix’ was in from the get-go, and this seals the inside deal.

    In IMPD, it appears to be ‘Screw Up And Move Up’.

    That… thing….  Bisard will most likely be the next PSD.

    One thing appears self-evident and was recognized by the Prosecutor: 

    1)  There was a court order to preserve evidence
    2)  Frank Straub and his Assistant Public Safety Director Corcella esq. (from NY) disobeyed and over ruled the Judge, ordered the envelope seal be broken. 

    The prosecutor called for the dismissal of Frank Straub and Ellen Corcella.  -I’ll up that one more and submit that the Prosecutor should send his letter to the Indiana Supreme Court’s Disciplinary Commission, since a member of the bar appears to have disobeyed and issued an order that was contrary to the Court Order.

    I didn’t realize Corcella was a former assistant NYC DA.  I thought she just didn’t know the rules on handling evidence and, in particular, the importance of chain of custody.. A DA would clearly know the rules on handling evidence.

    It’s always a bad sign when your stuck with arguing that there was no criminal intent, you’re just negligent.  Both are bad.

    A) the lack of professionalism, i-dotting, and t-crossing is apparent in using the terms “Brisard” and “Bisard” interchangeably, as well as random punctuation errors.

    B) There’s no such thing as the “FAT” team.  There’s a “FACT” team, which anybody who has remotely followed this case would know.

    C) This is the type of scandal and mismanagement that should go all the way to the top.  A good leader accepts responsibility for mistakes that are made.  Straub knew what a mess the property storage system was and did nothing to fix it.  For Pete’s sake, Bisard (Brisard?)’s car sat at the garage unsecure, unsupervised, and unspoken for for several months before it was ever processed.  Whoops.
