So How Would You Reform IMPD?

It’s apparent that for some of you we are going to have to agree to disagree on whether Frank Straub should be reappointed as Public Safety Director, so let’s set that aside for a moment while I ask a simple hypothetical.

You are now in charge of public safety in Indianapolis.  Your power is no greater nor less than that of the current public safety director.  How would you reform IMPD?  Or does it need even reform?  Feel free to elaborate for as long as you like.  I have plenty of server space.

By the way,  I’ll be back on the radio Sunday on WXNT-AM (1430) filling for my friend Nathan Thornberry on his “Back to Business” radio show.  It runs Sunday morning from 11 until noon.  One of the topics we’ll be discussing will be the Bisard case.

    And this is pretty much what they do now, only most cases never get the press that Bisard is getting.
    And the vast, overwhelming majority of IMPD officers are ethical, dedicated, and honest.  They deserve as much support and encouragement as we give the military.

    As bad as the mishandled vial of blood is (probably done by one or two low civilian property room staffers), my major concern is the MISSING $32,000,000 (the responsibility of the PSD)!!!  If I lost $32.00 of company money on my job, I’d be summarily fired!

    is reporting that Straub new about the blood vial move way back in
    early April.  The report says that Straub then conspired to have the
    blood vial moved back to refrigeration.  All this was done before the
    Judge’s order to test it.  OOOOPPPSS! who is playing cover-up?  If what
    WISHTV’s reporting is true?  Who worked with Straub to do the re-move of
    the vial and why didn’t they “blow the whistle” on the whole operation?

    This morning 04/20/2012 WIBC is reporting prosecutor Curry says Straub’s comments last week were untrue,
    Straub stated the prosecutor knew about the blood transfer, and prosecutor Curry stated UNTRUE!
    Where do we go from here?

    I just don’t know, TURK182.  As a citizen, I’m just spent.  It seems like we have just lost total control of our government.  All of the overwhelming evidence of Straub’s SHADY and INCOMPETENT tyranny and Ballard CANNOT do anything about it.  The way Straub treats (or mistreats) people, his exorbitant spending on his outside business associates, rising crime rates (if we ever get the real numbers) , his budgetary malfeasants and the mistrust of IMPD he has installed (or at very least has no plan to fix) in our community.  All of this while he is “learning to respect our city.”  He DOES NOT respect our city (he says our elected leaders are all liars conspiring against him).  As far as I know, he has not moved his family here or even registered to vote here (I hear he flies back to New York several times a month).  I would rather have a community leader, like a Public Safety Director, with a healthy connection to our community.  Straub being from the outside does not particularly bother me (if he would listen to the community and TRY to learn about us), if his desire is to become a positive member of our community and not just use us to siphon tax dollars and pad his resume.

    Ask around–everyday folk have no respect for the FOP, but plenty of respect for line patrol officers.

    They went for the fence.  Overkill.  For about a decade or more.  It’s not an isolated incident.

    Straub told The Press that Rick Hite has to do is have his documents reviewed by submitting training documents and proof of your certification from whatever state you are coming from.  (see :40)

    However, Rusty Goodpaster, an Official at the Indiana Law Enforcement Academy, indicates that Hite will have to pass several written tests on Indiana Laws and pass the firearms course.  (see the text of this article)

    Seems as though it is NOT as simple as Straub tried to persuade you to believe (:40 in the 1st video above)?
    Is Rusty Goodpaster yet another in the long list of conspirators against Straub?

    “… majority of IMPD officers… “, they are? Three times, count em, three times (that the public knows of so far) the blood samples have been mucked up.
    #1 the actual draw itself
    #2 the transport of the samples that same day. Remember the transporting officer stuck both vials in his pocket and stopped for lunch.
    #3 this madness currently with the movement & improper storage of the 2nd vial.

    I can’t accept there are that many goobers on IMPD’s payroll. If there are, lawyers & past OWI recipients sure have strong cause to have their convictions tossed out. What is then very plausable is this was fixed from the git-go.

    As far as support for the miltary, my vertical smile. I did two decades pal, and have been spit on more than I can count. This country has ALWAYS brushed aside it’s veterans. Study what happened in DC at the end of WWI. Korea, VietNam & now the nonavailability of VA care for Gulf 1 & 2 vets, and those coming home from Afganistan.

    Can you grasp the concept that the vast majority of officers were either off duty or working other assignments when this tragedy occurred and had absolutely NOTHING to do with this case?  Yet you and many others want to lump them all in the same group.  Irrational.

    I can also grasp that those supervisors FAILED to properly train their subordinates, and drill home the necessity of standards of conduct that holding employment payed by the taxpayer requires for said taxpayers to TRUST them.

    That’s not a difficult concept to wrap your little gray matter around… or is it?

    I don’t get mad at the checkout clerk when they mess up…. I get mad at the idiot who hired & trained them.

    21 years service, 9 of which were spent overseas. Combat Arms. CIB, Heart, Bronze Star. And a hell of a lot more scalps hanging off my belt than you ever dreamt of.  In my spare time I volunteer as a PTSD counselor with various vet groups.

    The only thing sad is your presumptions.  About me and the local PD.  So you go ahead and spout your illogical bullshit, and I’ll just continue to laugh.

     20yrs, 3 mo, 13 days… PCS assignments in Tactical & Strategic Reconnaissance units as a crewdog. The rest was a SAC HRP/PRP wrench-bender & Combat Crew member.  Over 50% of my total active time was TDY to overseas locations.   Ribbon rack, (and all devices), ends somewhere near the shoulder seam. Whoopie. Like it’s gonna get me a cup of coffee anywhere in the civilian world.  (In case you have not noticed, on this side of our society, folks do not care a hoot about the technicolor over the left breast.)

    My opinions about the IMPD were formed when 2 1/2 years ago I was sitting on a bench with a couple of old fellas from the VA, just prior to the Veterans Day Parade & was told to “Move along or get your head busted, Tonto.” by those wonderful thin blue line fellers…

    Mayor’s office never responded to my calls or letters. (Plural).

    IMPD has now, with the latest Bisard foul-up, lost any and all respect from me, my family (several other Vets in there), and my adult children.

     You folks in IMPD have EARNED every bit of disrespect you are currently receiving.

    Now self-correct.  If you don’t like the fact that 1% of your pals in blue set the tune for how all are viewed, fix it.  If you ain’t part of the solution, you are then a big part of the problem.

    ‘Till then, go whine elsewhere.

    I am not affiliated with IMPD. While I don’t condone ANY of the unprofessionalism associated with the Bisard case, I’m not ready to throw the entire department under the bus as you and your family have. That’s fine, you think how you want. It’s just laughably ironic to me that you who have allegedly been spit on because a few idiots lumped you in with a few idiots from the service’s actions are ready to follow that same lead with the local PD. Defintely ironic. I’m just pointing it out. If there is anyone “whining”, look in the mirror.

     I attribute the spitting incidents to those in sever dislike of US Government policypolicy at that time.  Not to servicemembers screwing up.
