Shame On Us
I’ve posted the probable cause affadvit filed by the Marion County Prosecutor’s office regarding Shamus Patton and the shooting that occured two Saturday’s ago during Indiana Black Expo.
While everyone is innocent until proven guilty, what’s most disturbing is that according to the affadavit, Shamus has been in and out of the juvenile justice nine times since 2008. And also, my sources tell me that Patton went downtown with the intent to shoot a rival gang member. Scary stuff.

I have long thought there was little intellectual rigor in the juvenile court system. As it is not in the public view, there is little oversight or interest in its failings nor scrutiny of it's claimed successes. It might be worthwhile to abolish it.

Amazing how IMPD managed to go back to May 19th to recover shell casings from the July 17th shooting. With that kind of technology, why not just go back to July 17th and stop the shooting?

Pascal is right. Judge Payne's disturbing performance on the bench confirmed it. Hell he had become so callous that he actually funded his own going-away party via tax or jail dollars. And Mitch had him running the state FSSA.
However, in the court's defense: how would you like to see a 24/7 parade of juvenile delinquents, all tragic, and almost all going “in the system” for life? It has to be a gut-wretching exercise in futility. Young Shamus was marked for these shootings at least 18 months ago. The system didn't work for we taxpayers.
The juvenile jail was (is?) the scene of rampant sexual abuse, by and around guards as well as inmates, well-documented in local press. I don't have an answer for the rising numbers. But as a taxpayer, I demand that the system be built and staffed, to keep violent juveniles off the streets, whatever it takes.
They're called “juveniles” for a reason. Whatever cruel trick has been played on them by their environment and/or genetics, their reasoning skills are sorely lacking. Their petty arguments rise to violence too quickly–it's as if a whole generation has liost its “edit” button.
In my day, there used to be somewhat-regular schoolyard fights. Morbid, to be sure, but no one died. I don't advocate violence, but no one in those groups ever thought of using a gun or defending oneself against gun violence.
The fights seemed to let off steam.
Every major American city faces this question–too often: where do we place our priorities? In Indianapolis, sadly, it doesn't seme to be with kids. Unless, of course, they can catch a ball or pass one.
Somehow, we've got to get to these kids, and make them realize that guns don't solve anything. And some sense of proportion. A small argument does not a gunshot victim make.
I have a friend who works as an advocate for juveniles in ths system, through some sort of church-sponsored organization. He told me a month ago he was quitting the work, after 25 years, because he had lost complete faith in the system. He said it was just too damned depressing.

It never ceases to amaze that I hear these arguments so often from those who chronically support politicians who devalue life, diminish the importance of family, and do their very best to remove all evidence of God from public life. And while it will seem simplistic to some of the psuedo-intellectuals on this site, it is those three issues that are at the core of our problem.
But slapping a kid on the wrist for petty crimes only makes things worse. And it virtually guarantees a young criminal's graduation to more serious crimes. There should be a three-strike rule for juveniles too. This punk should have been sitting in a cell during Black Expo and for years to come.

Just saw the mom on noontime TV news. Complete denial. There's the problem. The System has Shamus in its guts for two years, and mom denies everything.
I admire and support every mom who supports her son. But to deny any wrongdoing ever–that's just insane.
Faced with that denial, going back several eyars, it's no wonder Shamus wasn't quizzed about his clothing, his gang tattoos, his late-night activities.
A real shame.

For once, we might agree. The system let all of us down. It's clear from the PC Affadavit and sworn statements, that the atmosphere at Illinois/Maryland was a tinderbox.
And that has to be somewhat attributed to Black Expo and their scheduling. Take away Teen Bling and I'm not sure the crowd isn't cut in half, or more.
Would it still have happened? Perhaps. I kinda doubt it.

The current Marion County Juvenile Judge has made a mockery of juvenile justice! She wants to give all the criminals a big hug…
She won't allow prosecution of these criminals…she won't punish them, all she does is call their guardian to come get them.
Walk in and see an empty courthouse now. Under a previous, less liberal, juvenile judge the juvenile center would be packed with criminals about to get their day in court. This lefty doesn't even give them a day in court…and that is why Indianapolis is so violent and has such high recidivism!

In general terms, the system at issue is the hell-fare system which has become anything but welfare; a word that once had a positive connotation.
Public sector “systems,” it seems, are abusive, by special interest design; the emotive counterfeiting of value, subtracted from the free market, by those professionalize adult daycare.
Unfortunately the nanny state narrative takes precedent over results, which if they mattered, we'd have them.
Shame on us is right- we're corrupt.

we shouldn't have juvenile criminals in the first place.. the juvenile criminals grow up to be adult offenders.
we need to get rid of the poverty and ghettos around indianapolis. and stop spending mega $$ on stupid sports teams and take money from IPS. a lot of these kids don't go to school. i don't blame them.
if a school surrounded by poverty and gangs takes away sports and all extra curriculars, the kids who aren't in gangs don't have any clubs to join or teams to play on. they have rough home lives already, they are struggling in school because of all of the violence and poverty. what will they choose: attend a run-down school with burnt out teachers and no “fun” programs, or run around with their gang on the streets?

Sounds like the consensus is growing that the bar is too low. Not for black, or white, or rich or poor parenting. Just parenting.
Tell Mitch. Tell your state senators and representatives. Tell them nine times in and out of “juvenile” is around six too many for the same parent(s). News Flash: Something's wrong with the parenting.
We've tried throwing money and more money at failed biological parent reunifications for years- WHERE IS THE LIMIT? When is “failure”? If there are definitive limits in attempts, or time, or money- they are too liberal or not enforced. What do we get in return? We get kids that are abused, neglected, don't graduate, repeat the cycle of poverty, or perhaps the case in point- start shooting people in the streets. (If someone has first-hand knowledge of a more definitive lead reason than the standard of parenting Shamus received for years- I'm all ears and apologize if I've incorrectly speculated.)
I've been banging on this topic for years from being exposed to foster parents that have seens hundreds of kids come and go through their home. It's a complete industry unto itself to keep the biological loop intact. It's often not good for the children in the long term, but under the mantle of “biological parental rights”, the social workers, nurses, doctors, lawyers, courts, and associated parties keep those biological reunifications a'-hummin'.
No one sector of this problem is without some success, or “the culprit” in what's wrong, the source of all that is corrupt, or the golden solution. However, we lost common sense along the path. My suggestions have evolved to:
1) When a single mom wants a government check for her new birth, DCS monitors at least every six months for 2-3 years for abuse and neglect.
2) Biological reunifications with the parent(s) and child after the child has been taken from the home get 3 attempts and 18 months total, starting with an 18 month year-old child or younger. These kids are the most vulnerable, and correspondingly have the most potential to be saved from a life of fewer choices.
3) After four visits to juvenile/arrests/removal from the home, it's time for foster care and new parents- regardless of age.
Foster care is a long way from perfect and get a deserved bad rap sometimes. But, our “biological preeminance” is not working. We have to take a stab at doing better than a 50% graduation rate in the big picture or we're not headed, we're THERE at being a third world country- or at least this city. We'll get some funding that pipes into foster parenting from capping biological reunifications and catching dysfunctional single mom parenting.
Agree. Disagree. Shoot these ideas down. Modify them. Tell me where I'm out to lunch. Where they're not going to work with current legislation. But, I'd appreciate feedback while the the burner has been turned-up on the topic. Parenting standards are a touchy subject and our state assembymen typically don't want to go near them.

Nice try. Judge Payne has been with DCS since 2005. He had nothing to do with letting this kid off nine times. Blame somebody else. BTW: Not Mitch's fault either.

The guardian's home in Knightstown was shutdown for being 'underutilized.' There are so many Shamus's and Brandon's running around town who OUGHT to be institutionalized for lack of parental management, that indy alone could probably have filled the facility to overflowing.
I contend that cost would be lower than all the time wasted in the judicial and penal systems. And maybe most of these teens could be turned into useful citizens instead of career criminals.

Hmmm….I'd thought at least one reason it was shut down was the cost per kid.
Wasn't it around $90,000 per year or so per kid?
