Plowman Resigns

As expected, Indianapolis City-County Councilor and IMPD Major Lincoln Plowman has resigned from both positions.  That announcement came this afternoon from Public Safety Director Frank Straub.

Straub said Plowman was being investigated both internally and by the federal government, but he did not go into detail.   He also said the internal probe was ending since Plowman was no longer part of the department.  He also noted it was an administrative, not a criminal probe.

He said Plowman did cooperate with the investigation, but had he refused to step down it was unlikely he would have been allowed to stay on administrative leave with pay and he would not have been allowed to return to the force.  Straub would not say whether Plowman’s actions were related to any of his work on the force or in an off-duty capacity.  However, he noted IMPD will review all of its policies and procedures.

At the same time, City-County Council President Ryan Vaughn called the investigation a distraction for the work of the Council.  And that he hoped a replacement could be done by the next Council meeting later this month.

    Wait for years, Paul. It'll never happen. He must know where some bodies are buried.

    I'm curious, Abdul, or anyone else who knows–I tried to find IMPD policies online and could not. Is there a drop-dead timeline after a 30-day suspension? Or is it just, 30-days paid leave, and on day 31, get fired or resign?

    As you can tell from earlier posts, I've observed LP and dealt with him on various issues, and I'm no fan. But it seems a mighty steep fall from 30 days to zero employment, especially without formal court charges being filed. Could he, for instance, have taken six months of leave without pay, while the investigation continued?

    Or is the 30-day trigger purposeful, in that it forces a suspected wrong-doer to fess up, or get out?

    Just asking.

    I am hearing there could be a teacher jumping in the mix. I also hear he is a young guy. I don't know about the rest of the party, but I think the GOP could use more, young, fresh, individuals from new occupations (teachers usually have a D by their name). The old guard of the party is not representing very well, and the best way to keep the CCC in GOP hands in 2011 will be to have young, independent minded CCC members that are focused on the “brick and mortar” issues and not what the party establishment wants.

    Beech Grove, the best way to keep the council in GOP hands is to get a mayoral candidate who can win.

    Think Again, I agree 100%. But, the County Party won't be replacing Ballard, so they need to revamp out CCC lineup. You can't disagree that many of them are weak and ineffective. Handing the spot to another political hack is not the answer.

    Beech Grove, 2007 was the first time ever that the at-larges didn't follow the mayoral candidate lock-step. That happened for one reason: Joanne Sanders is extremely popular, so she bucked the at-large trend.

    The current crop of at-larges contains one resigned (K. Smith) and three others who are, frankly, undistinguished. Unless one or more of them busts out of the pack in the next 16 months, the mayoral winner will lkely sweep the at-larges into office, too.

    And by the way, it's time to do away with the at-larges. The district seats are currently districts are nearly even, thanks in no small part to a map that was quickly and fairly drawn by judges following legal action.

    Both sides have weak district councillors. I don't see my side dumping any, although we should. A few may not run.

    All things being equal, a slid Democratic mayoral candidate should hold all of their district council members, and the four at-larges.

    Lincoln's seat is fairly safe GOP, but his miscue may give a solid Democrat a foothold.

    At-Larges are a baseline party race while the Mayor's race is not. You could have a popular Republican Mayor, yet lose the at-larges. Of course that's not going to happen with Ballard.

    Say a popular Republican Mayor gets 53%. The at-large Republicans won't be at 53%. They'll be at 50% or maybe 49%. '

    Of course, it's unlikely that once the Democrats get done with Ballard he will run ahead of any at-large GOP candidate. But at-large Republican candidates won't on their own get enough votes to overcome the unpopular Ballard.

    Sanders won because she was popular enough to get enough scratches to put her over the top. She was dragged down by Peterson though.

    BGG, I think the odds are long, but I think it is possible that Ballard will take a cush appointment rather than run for a second term. Again, I doubt it but I think it's more possible than what you realize.

    Carl Brizzi's really not much of a prosecutor, is he now? He's just hoping and praying to get through the next 10 months with a regular paycheck…

    I agree with everything you guys are saying. All I am saying if we get new young blood in the GOP that are not afraid to reach out and push for real reform, maybe voters will identify them as republicans and give the party a chance. I am saying maybe they could grow the tent. What did Lincoln Plowman bring? What would Tim Ping or Aaron Freeman bring?

    Councilors are “weak and ineffective” exactly because that is what the party leadership wants. You think that Tom John wants a strong and effective councilor, with a strong-will, who might tell him that he is wrong? John wants rubber stamps on the council. He wants people he can control. It's true that those type of people won't fare as well in a contested general election, but I assure you Tom John and David Brooks would rather lose with people they can control rather than win with someone who might be independent.

    Paul, you may be right, but: I don't think the at-larges have ever varied from the mayor's race, in terms of Victory, until 2007. That's 40 years of the same result. I think Joanne's win was a fluke…lots of strange things happened in 2007. When you analyze those results, it's a mixed bag. I doubt the stars will realign exactly the same again.

    Paul you are right. That is exactly why the party has poor candidates. TJ is a poor and ineffective chairman. Most of the townships despise him and the idea of a chairman picking a favorite and pushing out all others for every race is a very effective way to lead if it were 1924, not 2010. The GOP has false confidence right now, bc of 2007 and 2008. It does not take a rocket scientist to figure out TJ had NOTHING to do with either one. Plus, he touts 2008 as a win bc Mitch won by 40,000 votes or so. Ask anyone on the Mitch campaign, he didn't do anything. TJ has done nothing to build the party and it will be in shambles for the next chairman.

    McCheese, that was exactly what i was getting at. Vaughn was able to get to the top quickly bc of the complete lack of talent on the council. Having a CCC that is a lobbyist for BT and close to the old Brizzi operation does not seem smart to me.
