		<description>Interested in what you think: if people chose/choose not to pay for flood insurance, especially if they do not live in a flood zone
(nothing like this since 1931--before most were even born), should the State step in to provide financial support? 

Does the State have a financial responsibility in terms of lost property tax revenue if the
homeowners do not return to their homes?

Is there a seperate legal and ethical response?</description>
