NOT EXACTLY SMOKE AND MIRRORS

The Indianapolis City-County Council Monday night passed a more than billion dollar budget. It included money for all the usual stuff, police, fire, streets, sewer, etc. In fact, it included $2 million more than last year’s budget. What’s interesting though is how the budget was paid for. The city replaced a lot of one time revenues with a permanent source of cash, yours.

There were budget “cuts” but not the way you think. For example, the Mayor’s office “cut” 10 percent but it was in the form of not filling two vacant positions, the positions weren’t eliminated, they just didn’t fund them. In addition, the Department of Public Works didn’t really cut, but delayed purchases until next year.

Some other ways the city “cut” the budget was to eliminate interagency billing of services. And that $50 million dollar cut in property taxes? Well, $43 million of it was going to happen anyway because the city has paid off its child welfare debt and reached a tax settlement with United Airlines.

Smoke and mirrors? Not quite but more like fog and reflective surfaces. The only thing that was sure about this budget was that it spends more and takes more of your money. And when you ask the Council about the budget, they will tell you “it was the best they could do.”

I’m sure it was.

    And what will happen with NEXT YEARS Budget . . . when all of the temporary cuts get put back into the budget ( positions filled, purchases made ) it will go back up 10% or more . . . and who pays for it – the tax payer !

    I sat there last night at the CCC Meeting and all I could think was that the majority of the people sitting up there don’t care about this city or the people. Most of them thought about how they were going to line their own pockets. Period. I walked out there feeling slimy and in need of a shower. How pathetic.

    I was at the CCC meeting too and what bothered me the most was the juvenile antics of the handful of “protestors” there. I mean, fake coughing “liar” when Vern Brown was speaking? Obviously they all think they are way clever, but callowness just doesn’t look good on middle-aged people. Pathetic indeed.

    I was bothered by the put downs by Gray, Gibson, Brown, and others towards the other council members. I find that to be very unprofessional and immature. If you don’t agree at least find a way to address the issue.

    BTW, I was trying to listen to what the councilors were saying but there was someone sitting behind the deputy mayor who was hacking up a lung and I couldn’t hear.

    BTW, I was trying to see who was speaking during the first part of the meeting, but some guy keep walking in front of us taking pictures. And his flash was blinding. Whoever that was the media outlet he is working for needs to tell him how to act professional and he should have been wearing press creds. The other photographer wasn’t behaving that that jerk!

    Aaron Haith was asked about that man with no press credentials walking around with the flash camera and he promised to look in to it. It was distracting and unacceptable. I suspect it was political cronism at work again.

    The CCC (and Mayor) have to go. Please remember to come out and vote in November!

    Whose pictures was the photographer taking? CCC members or protesters?

    If certain people associated with the CCC and the administration spent as much time on the business of the people, we probably have a lot fewer problems.

    Seems like some people spend more time worrying about something else.

    I am wondering if we could possibly make the CCC being a totally volunteer position with no compensation (citizen duty type of thing) of any type. That way those elected to the position that wish to serve the public good would really do so.

    That, we believe, was the infamous ‘Wilson46201′ – not a member of the media but somehow able to skirt the security regs at the City County Building.

    And for those who complain of ‘juvenile antics’, let’s discuss wandering around the room while the Council is in session taking flash pictures. Now that’s rude and disrespectful.

    You didn’t see the professional photographer from the Star taking flash pictures now did you?

    She didn’t use a flash.

    It’s funny that my presence is more interesting to the commenters here than the billion dollar budget just passed. I guess you IndyU-types are more into personalities than serious civic and fiscal discussion…

    NOW BACK TO THE SUBJECT: It was good to see that items were broken out as opposed to being voted on in a lump. It was no surprise but good to see the break out did make statements.

    Phil Borst is going to be such a loss to this city when he leaves the council. I want to publicly say, Thank you Phil! You are a decent man.

    3:15 PM I would echo that for Scott Schneider when he leaves the Council. Though Jeff Cardwell and Christine Scales are very willing and capable replacements.

    An IMPD officer on northeast has over 15 years on and has never been disciplined. He is the most respected officer in the area by his co-workers. Almost 3 months ago he was called into roll call where he was asked to promptly hand over his 2007 vehicle and computer by a department Major. When asked for what reason the major stated he did not know even though he had been marked out at Internal Affairs the previous couple of days. The major then hands his computer off to an unidentified male in a suit who then fled the scene like a criminal from a stolen car. The officer is then given a 1999 with over 140,000 miles on it. Further he has never been told why his car or laptop was taken.
    NOW HERES THE KICKER…
    The officer was handed a counseling form by his supervisors (handed down from the major) for leaving the window down in his 2007 car that had handed over to the major. The major claims he left his vehicle unsecured therefore he needs a counseling form.
    The major didn’t notice it until the next day when he came in. The major was the one who had control of the car. He left the window down too.
    Officer James Gray is still waiting on a reason why his car and his computer was taken in the first place.

    So Wilson please tell us how you were able to get a camera past the security and into the meeting, and aloud to walk around a take pictures? Can I do the same? Please tell us all?
