Ethics, Schmethics!

An ordinance will be introduced at tonight’s City-County Council meeting calling for an investigation into alleged ethical lapses by Council President Monroe Gray. Although it’s been reported that Council attorney Aaron Haith originally would not let it on the agenda until he was over ruled by the Gray himself. Some recently obtained correspondence between Haith and the Republicans is telling.

In a letter to Minority Leader Phil Borst and Republican Attorney Bob Elrod, Haith called the measure “capricious and ludicrous.” He also went on to say it disrespected a fellow Councilor and was being proposed to embarrass the Council. He points out existing rules for ethical investigations and questions the Republicans’ intent for bringing the proposal.

This is interesting because not only has Gray has been accused of failing to disclose his business ties to city contractor who got millions in city business, but Haith himself is Gray’s private attorney and also acted as the attorney for Mid Region, Gray’s failed construction company that’s been named in several suits for failure to pay suppliers and workers.

I have been no fan of Monroe Gray’s Council presidency and have always questioned whether he had the intellectual gravitas to lead the body with all the challenges the city faces. To date I have seen nothing to be able to answer that question in the affirmative. However, I do there should be an investigation. It should be by a panel and with one Democratic appointee, Republican appointee and a bipartisan appointee. The Council it too important a body with too much work to do to allow Gray’s alleged conduct to go uninvestigated.

If Democrats are smart, and most of them are, they will make such a suggestion so they can get on with the city’s important work. They could also ask Gray to step down as President.

With Council elections coming up soon this November, why not just let the voters of the 8th District decide the fate of their Councilor? If he has actually broken any laws, why not let the newly re-elected County Prosecutor do his job?

Why the partisan rush to create an unprecedented “commission” to investigate an office-holder during an election season?

Lest it be forgotten from 2003:

    GREGORY WRIGHT (REP) 2,163 25.27%
MONROE GRAY JR. (DEM) 6,212 72.59%
    WEBSTER SMITH (LIB) 183 2.14%

Abdul, you have more confidence in the democrats intelligence on the council than I do. Bet you they rule against the request.

  • Bill Brown

Why haven’t we heard from the fire chief who is Monroe Gray’s boss? Any other firefighter accused of wrong doing would be suspended with out pay.

  • Ron

We havn’t heard from the fire chief because he works for Monroe and Vern Brown. They tell him when, where, what and who to do.

Wilson46201, Most people in his district don’t pay attention to what is going on and would not without an investigation. I know because I have lived in his district for 8 years (Meridian Kessler) and didn’t know anything about him until I started to follow political blogs a couple years ago. What an eye opener! Also, most of my friends in my neighborhood don’t know anything about him. An investigation will make PUBLIC that his ethics are in question and give the tax payers something substantial to consider before voting this fall.

  • Wilson46201

Melyssa: We have a County Prosecutor to handle criminal wrong-doing. He is tasked with investigating illegal activity. Let him do his job! Don’t you have faith in Carl Brizzi?

Some in the GOP are unhappy with Gray – so why don’t they have a vigorous candidate who will campaign loudly against him? Inform the voters! Why the rush for a special, new government commission to “investigate” Gray? It’s election time again and the weakened Republicans are just looking to throw mud!

  • Wilson46201

The Council just voted not to support the GOP partisan “ethics” investigation. It looks like normal Hoosier procedures will have to be followed, instead of some weird new “ethics investigatory commission”. Of course, the Republicans could also run a vigorous campaign to inform the voters of the 8th District of the probity and virtuousness of their own candidate (whenever they dredge one up).

Brizzi would most likely only investigate on a charge of corruption. Violation of Section 293 of the municipal code is different from corruption, though not mutually exclusive. If the council chooses to not have an ethics inquiry to President Gray’s activities beyond his alleged public employment (what does he do as a liason?) maybe there will be a corruption investigation instead. So really, what’s worse…the council with a hand slap or the county prosecutor with a criminal charge? Gray should step down, admit he did something he shouldn’t have and move on. In an election year, you would think that the CCC would do more than try to do more than put a gallon of crap in a half gallon bucket.

    Wilson deflection shield….ACTIVATE!

  • Civics Lesson

Well, Wilson, once again you get it wrong, but it’s OK…since Gray is black, and you’re duty-bound to defend All Things Racial, regardless of facts, it was an assumed position. You surprised no one.

    Two observations:

    1. If the Republicans had done anything like this when Democrats were in power, they’d have screamed bloody murder, and Dr. SerVaas would’ve agreed with them. The whole “shoe on the other foot” thing just demands to be examined here.

    2. Mr. Gray’s postion as president has nothing to do with the voters of his district, except they sent him to the council. He is president of OUR council. The whole city. So it is a city-wide issue, not a district issue.

The district argument kinda hides the obvious, thouogh, so it’s a somewhat-understandblae defense. Just a flimsy one.

What’s the drink special at 300 East tonight?

Atty. Aaron Haith should not be the council’s attorney. If you check out his background, you will understand why he was chosen to represent the Democrats. No way could he be objective in this matter and represent the taxpayers interests in the county. Haith has a drunk driving record and could not run for judge. So they gave him the position with the council. He is controlled.

When the GOP had their over-30-year domination of the CityCounty Council, they established the Ethics Commission as the procedure. The local Republicans still cant believe they dont run everything so they try to invent new “investigatory commissions” to get their way. That failed, of course.

When the GOP dominates the Council again, they can pick and choose the Attorney for the Council. Until then, they can just throw mud and pout!

“When the GOP dominates the Council again, they can pick and choose the Attorney for the Council. Until then, they can just throw mud and pout!”

First admission from Wilson the GOP will take over!

    HA!!!!

  • Wilson46201

As long as the principal face of the GOP is a Fat Yellow Chicken, Republicans don’t have a ghost of a chance in Marion County !

  • Kim

Wilson what’s with the comments about a “fat yellow chicken”? Did you miss the bus to Popeye’s?
Maybe it’s the though that someone in a chicken suit has ignited the curiosity of some citizens in Indy.
I hear that three out of the four folks who have been in that costume were democrats. What say now?
